科技能力在一定时期内，科学技术发展的潜力、实力、水平和效果的综合体现。它反映了科学技术认识世界和改造世界的水平和能力。科技能力具体由科技投入能力、科技产出能力和科技转化能力构成。①科技投入能力。包括:人才(人力)、资源能力(总量、素质、结构)、经费投入能力(总量与强度)、物质技术能力(仪器设备、实验基地总量、结构与水平等)、信息投入能力(情报人员、信息储备、信息获取、信息处理)。②科技产出能力。包括:成果、奖励、论文、著作、样品、专利等等。科技管理能力在这里不作为一个独立要素，而是作为放大科技产出能力的一种参数。例如，在同等投入能力下，产出高;在不同的投入产出下，有较高的投入产出比。③科技转化能力。包括的内容较多，如技术进步对经济增长的作用，科技成果推厂‘应用及效益情况，企业技术创新活动及效果，生产过程中的劳动者、设备、工艺、产品的技术能力等。 科技投入能力主要表现为系统科技活动的规模与结构，科技产出能力主要表现为科技活动的效果，科技转化能力主要表现为科技活动对其他产出的影响。从广义上说，这也是科技活动的效果。因此，科技能力是评价系统总体科技发展态势的重要综合指标。对于一个具体的系统，例如一个国家或地区，科技进步和经济的发展都将依赖于科技能力的提高。要根据系统的环境和状态，制定切实可行的科技发展规划。有很多成功的案例，都是以提高科技转化能力为突破口，通过技术转移，引进先进的技术，进行消化吸收，缩小系统之间的技术势差，逐步提高系统对先进科学技术的认识和适应能力，从而实现系统的技术进步。从宏观上看，经济越发达.科技能力越高。这是因为在国际大环境中，经济竞争实质上演化成为科技竞争，高科技产品带来的高额利润必定会为经济的发展注入强劲的推动剂.经济的快速发展又会极大地提高科技投入能力和科技转化能力，从而从整体上提高科技能力。这是一个有正反馈的良性循环过程。对于科技能力的评价与比较，可以运用系统工程的方法，根据科技能力的界定，建立评价指标体系.收集指标信息数据，依据数据的特性建立合适的评价数学模型。
