本文通过分析我国农村剩余劳动力转移的趋势及农村老年人口的状况,揭示了农村剩余劳动力的转移给农民养老保障所带来负面影响的普遍性,探讨政府为解决这种负面影响而应采取的措施:调整农业结构;重点发展小城镇、小城市,拓宽农村第三产业空间;考虑以村为单位成立“土地托管中心”;尝试建立以村为单位类似城市“社区服务”的“居家养老服务”机构;加强对外出民工的尊老思想教育等。
