| 铁路国有案 中国清政府谋求强化中央集权，在帝国主义列强的压力下，宣布铁路干路国有政策，因而激起举国反对，促成武昌起义爆发的政治事件 。1909年（宣统元年）6月，军机大臣兼粤汉铁路两湖境内段（简称湖广铁路）督办大臣张之洞，与德、英、法三国银行订立《湖北、湖南两省境内粤汉铁路、鄂境川汉铁路借款草合同》。美国也要求参加湖广铁路借款。湖北、湖南两省民众反对再借外债，坚主自办建筑该路。清政府一面向英、美、德、法四国驻华使节表示，决不改变借债筑路政策；一面谋求安抚。英、美、德、法四国各自谋求扩张在华势力。从1909年7月起约一年时间里，四国驻华使节接连嗾使清政府采取强硬办法，压制民间拒借经款行动，并要求从速签订正式借款合同。湖北、湖南、广东、四川等省人民，一再指出列强对中国铁路的投资，目的在于扩张势力范围，借款筑路，国将不安。清政府对这些社会舆论充耳不闻，于湖广铁路借款合同签字前，即1911年5月9日，用上谕宣布干路均归国有，除支路外，其从前批准商办干路各案，一律取消。诏谕一经颁布，举国反对，湘、鄂、粤、川四省尤为激烈。四川保路运动迅即转变为流血斗争。清政府急从湖北调兵前往镇压，客观上为武昌起义准备了条件。 |
