日本第一个以研究国家安全与战略问题为目的的研究机构。成立于1978年10月，是以防卫厅为中心，以财界"经团联"为后盾，在军、政、财界一致倡导下成立的。该所旨在从事日本综合性国家安全政策的调查研究，其研究范围包括政治、军事、外交、经济、国民生活、思想和教育广泛领域。其基本方针是就军事、外交和战略提出政策性建设。该所现有团体会员100个，每年经费1亿日元。该所以高效率著称，其专职工作人员包括所长在内，仅有5人，但研究成果丰厚，1980年7月向日本政府提出了关于《综合安全保障战略》的报告书，随后，陆续出版了一批有关日本、亚洲与世界和平与安全方面的专著，并每年出版一本《亚洲的安全保障》。被誉为"日本的伦敦国际战略研究所"。
