【目前国陈偏告体侧的‘本格局与特征】概括地说:目前的国际储备体制是一个由黄金、可自由兑换的外汇、特别提教权、在国际货币基金组织中的储备头寸四部分构成的多元化储备格局。即:(l)以可自由兑换的外汇构成的多元化外汇储备格局;(2)黄金也是官方储备的，要组成部分;(3)特别提款权与在基本组织的储备头寸也是各国官方储备的重要补充。 目前国际储备体制的三大特征: (1)多元化外汇储备构成中美元以绝对优势超过其他外汇，占主导地位。在1980一1989年期间美元在外汇储备中的份额均在60%以上，与居第二位的西德马克份额最高时的1989年相比，是其3倍以上，所有其他货币加总也不到40%，这足以说明美元以绝对优势雄居各外汇货币之首。虽然美国的经济金融实力较过去减弱了，但是其仍在世界上首屈一指。在一个不短的时期内美元仍将占主导储备货币地位。事实上，目前美国的国民生产总值，对外贸易进出口总额仍占世界前列。在进出口贸易中，美元是最主要的结算和计价货币，在各国商品进出口中以美元计价占60%左右。而日元在日本出口计价中1988年为36.3%，在其进口商品计价中1986年为9.7%，1987年为11.6%，1988年为13.6%，比奖国低得多。同样，在国际债券市场、国外放软、及欧洲的货币存款中使用美元均高于其他货币。 美元无论是在国际债券、国外放款，还是欧洲货币存款中均被广泛地使用，大大超过其·他货币。在特别提款权中美元占42%的比重，以美元比重为最大。总之，在目前的外汇储备格局中，美元占主导储备货币地位。 (2)国际储备分配格局存在着严重的非对称性:占世界总数一小部分的发达国家和石油出口国家拥有绝大部分储备，出现储备过剩现象;而占世界总数绝大部分的广大发展中非石油出口国家则拥有较少的储备，出现储备不足，难以满足流动性的需要。这种非对称性表明国际储备格局是有利于发达国家不利于发展中国家的不合理的格局。 一般来说，发达国家储备比较充足。一方面由于其自身的货币大多是充当储备货币，以德国的马克为例:统一前的西德其出口用马克计价，so年代以来约占so%左右。1980年为82 .5%、1981年为82.2%、1986年为81.5%;其进口商品用马克计价也在50%左右。1985年为47.8%、1986年为51.7%、1987年为52.7%，1988年为52.6%。其他如英国气法国其本国货币在其商品进出口中占很大比重，美国则更高。另外，这些发达国家有比较发达的国内金融市场，有些国家还是重要的国际金融中心。如美国、英国、日本等即如此。
