The paper introduces the reformation and development of the management mode for the non-operational fiscal-investment-projects since our reform and opening up,analyzes the radical causes of the problems through the principal-agents,draws on the experience of management for the projects at abroad and founds the selection algorithm for non-operational fiscal-investment-projects.
