保证农业生产和流通能够在适宜条件下顺利进行的各种具有公共服务职能的设施。一般分为两大类：①物质性基础设施，或称生产性基础设施，是直接为农业生产和流通服务的设施。如道路、运河、桥梁、码头、仓库、冷藏库、包装材料库、通讯设施、植物保护和兽医等专业服务单位、修理和技术保养单位等。②社会性基础设施，或称非生产性基础设施，是保证和促进劳动力再生产的设施。如农村住宅、学校、医院、体育和文化娱乐场所、劳动保护和安全服务机构等。物质性基础设施是社会生产力的组成部分，但是不直接加入某一种产品生产的劳动过程，而只是同自然界一起构成劳动过程得以顺利进行的必要的适宜的条件。社会性基础设施是提高农业劳动者生活水平和劳动效率的必要条件。良好的和完备的农业基础设施，对于提高农业劳动生产率和减少农产品在运输、贮存中的损失起着越来越重要的作用。农业基础设施的范围广，需要的投资较多，建设周期较长。经济发达国家都把建设农业基础设施作为发展农业生产的一项重要措施；发展中国家的农业基础设施虽然比较薄弱，但随着工农业的发展，农业基础设施的建设日益受到人们的重视。
