“有效关税”的对称。名义关税是指一国对同本国某行业相竞争的外国商品征收的进口税。名义税率（名义保护率）是指海关税则中的法定税率，它一般是根据国内外的商品差价制订的。名义关税只考虑进口商品尤其是制成品因征收关税而提高了在市场上的价格，从而减少进口商品的消费需求，对本国同类商品生产起保护作用。它不考虑生产该产品时是否使用了进口投入品、对投入品是否征收关税以及对进口的制成品与投入品两者税率的比例关系。而有效关税主要是从保护本国加工工业生产的角度，考虑其加工生产的净增值，通过对投入品和制成品分别施用不同税率，以保护其加工净增值率的提高。
