【有关国际储备规模，理的历史实践】由于特别提款权和在基金组织的储备头寸在国际储备中的比重较小，且数额相对稳定，还受超国家力t的控制，所以一国所能自主安排的主要是黄金储备和外汇储备，尤以后者为重。 (l)黄金储备。各国在黄金储备方面的作法因在世界经济、贸易和黄金生产中所处的不同地位而异，其黄金储备政策可划分为三类:西方发达国家多采取维持原有规模不变的保守政策;一些石油输出国和印度采取适当增加黄金储备的稳健政策;一些发展中国家和前苏联因外汇匡乏而采取抛售黄金的被动政策。 (2)外汇储备。各国的储备需要不同，一国在不同时期的储备藉要也不同，所以各国往往根据本国情况具体掌握。从各国实践来看，其持有的外汇储备主要依下列情况而定:第一，本国货币是否为国家储备货币。非储备货币发行国发生国际收支逆差时往往动用其国际储备或争取国际信贷;而储备货币发行国出现国际收支逆差时，其贸易对手国可以直接或间接地接受其本币作为对外支付的手段，因此，其国际收支逆差的弥补从开始就是一种流动性负债行动。第二，根据其经济实力及其在国际金融中的地位和信誉。第三，根据本国经济发展不同阶段确定储备水平。一国在经济起飞阶段所持有的外汇储备相对较少。一旦经济发展成熟后，外汇储备便随其国际收支顺差的加大而逐渐积累。 大多数国家都根据其贸易进口额来确定外汇储备水平，一般以满足三个月的进口需要为准。这个数额按全年储备对进口的比率来计算约为25%左右。习惯上，储备对进口的比率在30%一叨%之间被认为是合适的，若低于20%则被认为是危险的。最近几年，许多国家允许它们的外汇储备降到习惯上认为是谨懊的标准线以下。这些国家多属于下列两类:第一类，发达工业国，其中许多国家实行浮动汇率，它们大多能顺利地在国际资本市场上筹措资金;第二类是处于严重的国际收支压力之下的发展中国家，许多是撤哈拉以南的非洲国家，还有一些是被迫重新安排债务的重债国。除上述两类以外的储备一进口比率较低的国家多数是由于统计上的特殊性，如它们可以随时调拨一部分商业银行持有的资产，或者动用现在或以前的宗主国提供的信用额度。
