所谓中介招商,一般是指政府或某一项目单位(委托方)通过投资中介机构或中介人(受托方),将招商项目推向国内外相关投资市场,受托方经过对项目进行包装,按照公开、公平、公正的严格程序,开展一系列招商引资活动,为委托方选择最理想的合作伙伴。这种方式在法律上是一种委托合作关系,受托方可与投资者签订招商引资协议,委托方按期支付给受托方一定的活动费用,当项目推介或转移成功后,再按招商额的一定比例付给佣金。其特征是受托方要独立对项目进行营销,得到项目后"转让"给委托人,类似一种买卖关系。
