美籍奥地利经济学家熊彼特首先提出的用以解释资本主义经济发展和周期的理论。熊彼特把创新定义为建立一种新的生产函数，即企业家实行对生产要素的新结合。它包括：1、引入一种新产品；2、采用一种新的生产方法；3、开辟新市场；4、获得原料或半成品的新供给来源；5、建立新的企业组织形式。熊彼特认为，资本主义经济打破旧的均衡而又实现新的均衡主要来自内部力量，其中最重要的就是创新，正是创新引起经济增长和发展。熊彼特在由创新波动引起的繁荣和衰退交替出现的“纯模式”的基础上，提出了“第二次浪潮”的概念，即创新浪潮的后续反应，其特点是需求、物价和投资膨胀，投机行为急剧增加，并导致失误和过度投资。由此说明了“纯模式”和资本主义实际经济周期的“四阶段模式”（繁荣、衰退、萧条、复苏）之间的内在联系。他还认为，由于经济领域中存在多种创新活动，而不同的创新活动所需的时间长短不一，对经济的影响范围和程度也各不相同，从而出现多种周期。熊彼特根据创新浪潮的起伏，把资本主义经济的发展分为三个长波：1）1787—1842年是产业革命发生和发展时期；2）1842—1897年为蒸汽和钢铁时代；3）1898年以后为电气、化学和汽车工业时代。第二次世界大战后，许多著名的经济学家也研究和发展了创新理论，20世纪70年代以来，门施、弗里曼、克拉克等用现代统计方法验证熊彼特的观点，并进一步发展创新理论，被称为“新熊彼特主义”和“泛熊彼特主义”。
