中国春秋时期(公元前八至五世纪)占星术盛行，占星家们创"上天变异，州国受殃"的说法，以天空中出现的星象变化来占卜各个地方人世间的吉、凶、祸、福。为此目的，将地上的州、国与星空的区域互相匹配对应，称为分野。《周礼》中所记"保章氏"："以星土辨九州之地，所封封域皆有分星，以观妖祥"，就是按照分野来预卜各地吉凶。天区有十二次和二十八宿（或二十八舍）等不同的划分法，所以分野也有不同的对应方式。除此以外，州、国又因时代不同而有变化，所以不同时代的分野也不尽相同。
