The author believes that the public prosecution services can establish the working mechanism to make the work of guiding to get evidence to be standard and systematic through developing basic standards of evidence, clearing the scope and content,grasping the interventions of guiding to get evidence and strengthening the contact with the investigation organs.

The paper analyzed how to guide the investigation and evidence-gathering work in the procuratorial organs from the characteristics,definition,work methods and the problems of guiding the investigation and evidence-gathering work.

Based on the thunder-struck distance and lightning drawing angle phase the author analyzed the surround thunder-struck of 110~500 kV transmission lines and put forward the method to determine the lightning drawing range of the ground wire,protective range and surround thunder-struck range for 110~500 kV transmission lines.
