新四军在淮北进攻日伪军据点张楼和打击伪化顽军的战斗。1941年8月，新四军第2师第5旅率第14、第15团渡过洪泽湖，进抵安徽省泗县、灵璧地区。月初，第14团1个营进攻泗县城郊的旗杆杨和霸王城伪军据点，一举攻克，隔断了泗县日军与重镇张搂的联系。张楼是日军“蚕食”抗日根据地的重要阵地，驻有伪化顽军(即名为国民党军实为伪军)张海生部700多人，工事坚固。8月24日晚，第3师第9旅第25团袭击后张楼，第2师第5旅第14团袭击前张楼，第15团1个营负责阻击援敌。战至25日上午，敌退入核心工事死守待援。泗县日军先后出动500余人乘汽车前来驰援。第15团1个营在瓦坊一线进行阻击，被日军突破，战况愈趋激烈。第14团第3营奉命赶往阻敌，第7连在何宅子(村)依托有利地形与日军展开激战，政治指导员芦平以下70余人壮烈牺牲。连长彭家样负伤后仍率领仅剩的17人与敌拚搏。战至黄昏，日伪军仓皇撤退。此次战斗共歼敌200余人，缴获步枪100余支、战马10匹，但未能攻克张楼。
