进入规制是指政府或规制机构根据自然垄断行业的特点，为防止潜在竞争者的威胁使既存自然垄断企业无法用边际成本价格或盈亏相抵价格维持生存，对潜在竞争者的进入进行规范和制约，通过限制新企业的进入，保证既存企业的垄断地位，以实现规模经济，避免恶性竞争而造成资源浪费。进入规制并不等于不容许新企业进入，规制者应该根据各种条件的变化允许新企业适度进入，发挥竞争机制积极作用。
