成思危在2005年3月25日《科技日报》著文指出，新经济的含义应当涵盖以下三个侧面：即知识经济是新的社会经济形态，虚拟经济是新的经济活动模式，网络经济是新的经济运行方式。作为社会经济形态，以知识为基础的知识社会是与以劳动为基础的农业社会和以资本为基础的工业社会相对应的。这里所说的基础实际上是%26ldquo;主导%26rdquo;的意思，并不等同于马克思主义理论中与上层建筑相对应的经济基础。虚拟经济主要是指虚拟资本以金融市场为依托所进行的经济活动，通俗地说就是直接以钱生钱的活动。网络经济通常是指互联网经济，也就是以互联网为依托而进行的生产、流通、交换等经济活动。这种经济运行方式的特点是以信息技术为依托，透明度高，创新性强，集成度高，报酬递增，推广应用迅速。 （陈嘉珉/2007）
