管理要求在列报财政支出的同时转入，实行有偿使用原则，垫付给用款单位或借给下级财政部门周转使用，应当按期收回，并收取利息（或占用费），利息（或占用费）收入扣除必要的业务费用后用于补充本周转基金。
核算方法根据财政部1997年6月25日印发的《财政总预算会计制度》的规定，各级财政总预算会计应当设置“财政周转基金”科目，核算本级财政部门设置的财政周转基金。以财政支出转入时，借记有关财政支出科目，贷记“国库存款”科目；同时借记“其它财政存款”科目，贷记本科目。收回财政周转基金时，作相反的会计分录。以财政周转金收入补充财政周转基金时，借记财政周转金收入补充财政周转基金时，借记“财政周转金收入”科目，贷记本科目。本科目贡方余额，表示财政部门财政周转基金总额，年终余额结转下年。
