With the method of Fuzzy Evaluation,this paper analysis the factors of expansion risks,and puts forward the measures of avoiding expansion risks for Shanxi local retail enterprises.

Based on fault tree and vague set theory, an model of evaluating criteria of dam risk, in order to improve deficiency of traditional assessment method, such as lack of fuzziness and flexibility, and to be used for making safety and reliability evaluation for complex systems, is put forward.

The dam risk management decision support system under disaster load is a complex,large-scale system and it requires a lot of professional with various backgrounds to participate in.
