当前我国对行政伦理进行研究的许多学者都提出我国有必要制定一部行政伦理法 ,本文通过对国外行政伦理立法的介绍 ,结合我国的实际 ,对我国行政伦理立法的内容提出了几点建议 ,希望能对将来我国行政伦理方面的立法有所帮助。

Shui xingzheng Iifo水行政立法(water adlninistlativelegi奴ion)水行政机关依其职责和权限，按照法定程序，提出有关的法律和行政法规草案，制定各种规范性文件的活动。 水法规是国家为调整各项水事活动过程中所发生的各种社会经济关系制定的，以国家强制力保证其执行的行为规范的总称。在中国，水法规依其制定的权限不同分为:①全国人民代表大会及其常务委员会制定的有关水的法律，如《中华人民共和国水法》、《中华人民共和国水土保护法》、《中华人民共和国水污染防治法》等;②国务院制定的水行政法规，如《中华人民共和国河道管理条例》、取水许可制度实施办法等;③国务院水行政主管部门和其他与水管理有关部门制定的规章;④省、自治区、直辖市人民代表大会及其常务委员会制定的地方性水法规;⑤省、自治区、直辖市人民政府制定的地方政府水规章;⑥市、州、盟、县、旗人民政府制定的水规范性文件。水法规按其调整的内容包括:水资源开发利用;水、水域、水工程管理;水资源保护;取用水管理;防汛抗早;水土保持;水行业管理等广泛的内容，是一个多层次、多门类水法规体系。 水的立法包括水法规的制定、修改、废止。在中国，有关水的法律、行政法规制定的权力在国家权力机关和国务院，但是绝大多数的法律、行政法规在制定过程中的调查研究、论证、起草工作都是由水行政主管机关组织进行的，因此，水行政立法工作不仅包括了水行政主管部门有关水的规范性文件(规章、法令等)的制定，也包括水法律、水行政法规体系的起草工作。 水行政立法工作包括:水法规体系规划，水法规的调研、论证、起草、协调、审议、制定、颁布、备案、修订、废止等内容。水法规体系规划的目的是既使各项水事活动都有法可依，同时又使水法规保持法制的统一和协调，避免不必要的矛盾和交叉，并根据管理工作的需要有计划地推进水法规的制定。立法的合法性是行政立法的基本准则，水法规的制定、修订和废止都必须在水行政主管部门法定的职责和权限内，按照法定程序进行。(张林祥)
