| 三级会议 Estates-General 法国中世纪的等级代表会议。参加者有僧侣、贵族和市民三个等级的代表。通常是国家遇到困难时，国王为寻求援助而召集会议，因此会议是不定期的。它的主要职能之一是批准国王征收新税。在会议期间，三个等级各自讨论议案，只有在拟定对国王的回答时才举行联席会议。三个等级，不分代表多少，各有一票表决权。 1300年，法国与佛兰德交战，财政支出增加。腓力四世(美男子)向法国教会征税，遭到罗马教皇卜尼法斯八世拒绝，双方发生冲突。为了争取社会各阶层的支持，1302年腓力四世召开第一次三级会议。百年战争时期，为了抵抗外敌，三级会议有权监督政府。16～17世纪初，专制王权加强，三级会议的权力被削弱。从1614年到路易十六统治时期，三级会议中断了175年。法国大革命前夕，由于国王财政困窘，1789年5月5日在凡尔赛重新召开三级会议。第三等级代表要求取消等级区分，按人数表决。提出三个等级一起开会，共同审查代表资格的建议 。在遭到拒绝后，第三等级于6月17日自行召开国民议会。至此以等级为基础的三级会议完成了历史使命。
