Through discussion on the relations between the Communist Party and enterprises, the writer indicates that the Communist Party must keep the enterprises under control to rule the state; but in respect to the ways of control, the Party needs to practice indirect control over the enterprises by formulating rules and regulations instead of direct control, which goes against its natural laws.
