The setup and implementing-the functioning of police rights is strictly standardized in modern juridical society to prevent violation of the citizen rights.

Currently,to public security officers,to make sure what is the essence of the relations between police rights and private rights and how to handle the relations are significant theory problems which needs urgently solving in enforcing the laws.

The power of police is the basis of the authority of police,but not unique important condition which is the authority of police coming into being.
