教育理论是通过一系列教育概念、教育判断或命题，借助一定的推理形式构成的关于教育问题的系统性的陈述。教育理论具有以下三个基本的规定性：第一，教育理论是由教育概念、教育命题和一定的推理方式构成的。因为任何理论必定是通过概念、判断或命题等基本的思维形式来构成的，如果没有教育概念、教育命题，仅仅是对教育现象的系统描述，即使是系统的，那也不是教育理论，而只是教育现象陈述。第二，教育理论是对教育现象或教育事实的抽象概括。理论在本质上超越于具体的事实和经验，尽管它在形式上是一种陈述体系，但它在内容上是以浓缩的形式来阐述教育事实和经验的，不是对教育事实和现象的直接复制，而是间接的抽象反映。第三，教育理论具有系统性。单个的教育概念或教育命题，不借助于一定的逻辑形式，不构成一定的系统性，也不能构成教育理论，即使它是对教育现象和事实的概括反映，那也许只是一种零散的教育观念或教育思想。
