Through questionnaire,investigation,on-the-spot talk and documentary data,the author studies on the parents whose child who comes from other cities are training in every district of Harbin city,and the parens whose child are participating the amateur training in every district of Qiqihar city.

The competitive sports of speed skating in China has the limitation of training management system and development strategy, which results in some obvious problems such as the child skaters premature performance and overtraining, low eligible proportion, advantage in short distance event, disadvantage in long distance event, low level as a whole.
