晚期重商主义：代表作是托马期%26#183;孟1621年发表的《英国得自对外贸易的财富》，马克思称该书一百年内%26#8220;一直是重商主义的福音书%26#8221;。主要观点：国内商业只是对外贸易的一种辅助，并不能使国家致富，对外贸易才是使国家致富的唯一手段，而且只有在进行对外贸易时保持出超，才能达到致富的目的。但反对早期重商主义者限制货币输出的原则，认为输出货币是为了先买进更多的商品来扩大对外贸易，等待时机来的时候，再把这些商品以超过购进时更高的价格卖给外国人，这样会使国家的财富大进增加。他说：%26#8220;货币产生贸易，贸易增多货币。%26#8221;并不单纯地直接通过国家干涉来促进本国的生产和出口，允许对个别国家有贸易逆差，只要这有利于实现总的贸易顺差。
