　　．Zai Zhong90ng Jin‘Ch0-Jj’YezhanjunQiQnwei KuodQ Huiyi ShQn9 deIianghua((在中共晋察冀野战军前委扩大会议上的讲话》 (speech口f the Enlat·gedMeeting 0j．theCPC?FrontCommittee 0jthe．Shanxi—Chahar—Hebei FieMArmy) 聂荣臻关于晋察冀野战军作战和建设问题的军事著作。是聂荣臻于1947年12月4日在中共晋察冀野战军前委扩大会议上的讲话。全文6 000余字，收入1992年7月出版的《聂荣臻军事文选》。该文总结了石家座战役的经验。指出，部队的主要任务，是消灭敌人。为了消灭敌人，军事上就要“动”，用“动”造成变化，再从变化中找机会歼灭敌人。对石家庄这样的重点设防城市，既然研究了各种因素，条件，认为盯以打下来，就应当有信心，就不是盲动和冒险。我们希望打运动战，但是情况变化了，就要攻坚，就要打石家庄，没有这个决心是不对的。过去“立三路线”时代，到处讲攻大城市，是不对的。今天情况不同了，敌人的城市是孤立的，周围都是我们的世界，有些城市我们已经有力量夺取，有些城市在条件成熟后也可以夺取。城市一经我们解放，它就是人民的城市了，我们就要好好建设。对机动问题，讲话强调要坚决执行命令，同时也提倡最大的机动。正确的机动，正是为了实现上级的意图。在谈到部队工作问题时，讲话批评了部队中存在的山头主义，认为山头主义一定要经常检查，经常反对。指出：我们使用干部、看干部的标准，就是德、才、资，不管你是哪个方面军的，哪个山头上来的，不够这三条都不行。该文同时还谈到了部队扩编问题、干部培养问题、军工生产问题，并对边区所面临的城市问题作了详细的阐述。《在中共晋察冀野战军前委扩大会议上的讲话》对于尔后指导晋察冀野战军的建军和作战起了重要作用。 (徐永军)
