世界各国专业社会工作人员组成的非官方联合组织。1956年成立。成员以各国社会工作者组成的协会为单位，现有团体会员70多个。该联盟以促进社会工作专业的发展为首要任务，并通过提高社会工作者的素质，达到帮助改善人民生活的目的。联盟制定了一套社会工作者的职业道德规范和工作守则，供各成员协会参考并制定适合本国实情的标准。联盟每两年举行一次大会，常与国际社会工作学校联合会合办。还经常与该联合会合作制订社会工作者训练课程的内容，审核其任职资格和专业水平等。
