Based on an analysis of the present situation of rural collective land ownership register in this country, this paper proposes a strategy of rural collective land ownership register development, which integrates GIS with OA by using modern GIS, database, network technologies.
从分析我国农村集体土地所有权登记发证现状入手,考虑到登记发证业务运作的要求,在吸取目前GIS、数据库技术、办公自动化等相关技术最新成果的基础上,结合湖北省集体土地所有权登记发证系统建设的实践,对此系统进行分析设计,并针对开发方案所涉及的关键技术进行研究。

[集体土地所有权确认】1.土地改革时分给农民并颁发了土地所有证的土地，现在仍由村或乡农民集体经济组织或其成员使用的，·属于农民集体所有;2.由村农民集体所有的土地，一般按该村农民目前实际使用的本集体土地的界线确定所有权;3.乡(镇)或村在集体所有的土地上修建并管理的道路、水利、电力、通讯设施用地，分别属于乡(镇)或村农民集体所有;4.农民集体土地上的房屋出售给本集体内部成员，或者城镇、市郊以外的集体土地上的房屋出售给其他农民集体成员，其土地所有权不变，房产所有者享有土地所属集体其他成员同等的土地使用权;5.乡(镇)或村办企事业单位使用的集体土地，1%2年9月《六十条》公布以前开始使用的，分别属于乡(镇)或村农民集体所有;1962年9月至1982年2月《村镇建房用地管理条例》公布时止，在这期间开始使用的，属于下列情形之一的，分别属于乡(镇)或村农民集体所有:(l)签订过用地协议的(不含租借);(2)经县、乡、村批准或同意，并进行了适当的土地调整或进行过一定补偿的;(3)原集体企事业单位体制已合法变更的。
