英国文献学家、保留上下文索引系统的创始人。1921年 8月11日生于伦敦。1938年开始从事一般性图书馆工作。第二次世界大战期间曾去印度、缅甸、德国、中国服役。战后进拉夫巴勒图书馆学院深造。1950年为英国图书馆协会会员。曾在基层公共图书馆从事参考咨询工作多年, 积累了宝贵的实践经验。 1963年任《英国国家书目》(BNB) 编辑。1968年研制出"保留上下文索引系统"。该系统已成为机读目录问世以来主题索引法领域最引人瞩目的发明。他从事试验不同语种之间的转译,有可能把该系统发展成为一种国际交换语言。代表作为《保留上下文索引系统手册》。1976年国际文献联合会授予他第一届阮冈纳赞奖，1978年美国图书馆协会授予他玛格丽特·曼奖。
