指在我国原先实行的《政府预算收支科目》基础上，合理借鉴国际通行做法，构建适合社会主义市场经济体制下公共财政管理要求的新的政府收支分类体系。新体系具体包括收入分类、支出功能分类和支出经济分类三部分。收入分类反映政府收入的来源和性质，支出功能分类反映政府各项职能活动，支出经济分类反映各项支出的经济性质和具体用途。新的政府收支分类体系可较好地克服原政府预算收支分类%26ldquo;体系不合理、内容不完整、分类不科学、反映不明细%26rdquo;等弊端，对进一步深化其他各项财政改革、提高预算透明度和财政管理水平，起到十分重要的推动作用。
