| 公务员制度 civilservant，systemof 根据法律和规章，对政府中行使行政权力、执行国家公务的人员进行科学管理的制度。国家公务员一般分政务类公务员和业务类公务员。政务类公务员由权力机关选举产生，是各级政府的组成人员，担负行政决策和指挥的职责，实行任期制，按宪法、组织法管理。业务类公务员是政务类以外的各级政府工作人员，是政府职能的实际执行者，实行常任制，依据公务员条例进行管理。业务类公务员的具体管理制度，包括权利和义务的规定、职位分类、考试录用、考核、奖励、纪律、职务任免和升降、交流、回避、培训、工资福利保险、辞职辞退、退休、申诉控告制度等。1987年中共十三大决定对原有的干部人事制度进行改革，实行国家公务员制度，此后开始在国务院和地方政府进行试点工作。1993年8月14日，中华人民共和国国务院总理李鹏签署发布《 国家公务员暂行条例》，1993年10月1日施行。 |
