补充资料：关税同盟次优理论
次优理论认为：如果福利最大化所需要的条件不能全部满足，那么尽量满足尽可能多的条件是没有必要的，并且这样做通常会导致次优情况的发生。因此，建立关税同盟并仅在成员国之间消除贸易壁垒，并不必然产生次优的福利，福利可增加也可减少就是证明。
