梯度推移理论是关于新技术、新生产力的梯度转移在区域开发中的运用研究，它与工业的生命周期理论相联系。其理论要点是：1、区域经济的盛衰主要取决于它的产业结构的优劣，而产业结构的优劣又取决于地区经济部门，特别是主导专业化部门在工业生产循环中所处的阶段。2、新产业部门、新产品、新技术、新的生产管理与组织方法等大都发源于高梯度地区，然后随着时间的推移，它处在成熟、衰退过程中，按顺序逐步由高梯度地区向低梯度地区转移，这样，高梯度地区承载的部门及技术等不断增加、拥挤，于是低梯度地区便不断地接纳、吸收相对低层次的产业技术。3、梯度转移主要是通过城镇体系逐步拓展实现的。梯度推移理论可用于世界范围经济发展的动态分析。
