目前，我国已初步形成从国家到省、自治区、直辖市和市、县的城市规划管理体系。
建设部作为国务院城市规划行政主管部门，其所属城市规划司的主要职责是：研究制订全国城市发展战略以及城市规划的方针政策和法规；指导、推动城市规划的编制、实施及城市土地和建设的规划管理；参与国土和区域规划以及重大建设项目的选址和可行性研究；组织、推动城市规划设计体制改革，负责全国城市规划设计和城市勘测的管理工作；制订城市规划事业发展规划，组织、推动城市规划的技术进步、人才开发和国际交流；负责国务院交办的城市总体规划和国家历史文化名城的审查报批工作。地方各级城市规划行政主管部门都应参照以上规定，结合实际情况，确定自己的职责。
县以上的地方各级人民政府都应当把规划好、建设好、管理好城市作为自己的重要职责，并根据城市规划的性质和特点，建立有权威的、能够依法行使综合协调职能的城市规划行政主管机构，充实规划队伍，提高规划队伍的素质，从组织机构上认真落实，保障城市规划的制定和实施。
