The logic starting point for the existence of safeguarding consumers rights and interests in education is the subject status of students in education consumption and the equal relationship of education contract between education producers and consumers.

In view of the important role of higher education consumption in the development of the social economy, as well as the comparative backwardness of the theoretical and practical research of higher education consumption in Inner Mongolia Autonomous Region, the writer chose The Economical Analysis and Strategy research of Higher Education Consumption in Inner Mongolia as the title of the thesis.

In light of the importance of higher education consumption(HEC) in the social and economic development, and of the relative laggardness of the theoretical research and practice in this regard in our country, I select "economic analyse and international comparison of Chinese higher education consumption" as the subject of my master degree thesis.

Higher Education Consumption should be one of the major components of the study on Higher Education Economics, about which a common understanding has not been achieved .
