WTO原产地规则协议(Agreement on Rules of Origin)，由4个部分、9个条款、2个附件组成。涉及使用范围、约束原产地规则实施的规定、通知、审评、磋商和争端解决的程序、原产地规则的直辖市等内容。该协议规定了各缔约方应遵循的行为准则，如对进口商品和出口商品实施的原产地规定不得比国内产品实施的原产地规定更加严格，原产地规定的实施应该始终如一、公正合理等，并规定了在过渡期间原产地规定不得用来影响贸易或造成贸易的扭曲或对贸易进行限制，缔约方至少在60天前公面它们对原产地规定所作的改变，然后才能付诸实施。
