伪满洲国皇陈列馆位于吉林长春市东北角。占地4.3万平方米。这里原是清朝末 代皇帝爱新觉罗.溥仪第三次登基时的宫殿。1931年“九.一八”事变，翌年日本 侵略在沈阳召开“东北行政委员会会议”。通过所谓“满洲国建国方案”，决定 成立伪满洲国执政府，以爱新觉罗.溥仪为“执政”，定“都”长春。改长春为 “新京”。同年2月18日，宣布伪满洲成立，3月8日，把溥仪从旅顺接到长春 。下榻与长春尹衙门。3月9日，溥仪就任执政， 年号“大同”。4月溥仪迁居到原吉黑榷运局办公 楼，并将此楼改名为“缉熙楼”。1934年初，改 “满洲国”为“满洲帝国”，改“执政”为“皇 帝”年号“康德”。同年3月1日，溥仪即帝位， 并命其住所为帝宫。帝宫分内廷、外廷。内廷是清仪及其后妃日常生活起居的区 域；外廷是清仪从事政治活动的场所。内廷有东、西两院，西院有缉熙楼，东院 有1936年开始修建的同德殿。中和门之外称外廷，有勤民楼、怀远楼、嘉乐殿等 。
