Based on analysing the Energy Policy Act of 2005 of America, the article rationally locates the Energy Sources Law by considering Chinese situation.
本文在借鉴美国《能源政策法2005》的基础上结合中国国情对《能源法》进行了科学定位,并由此认为能源安全观应是贯穿整个《能源法》的基本理念,进而依据这个基本理念对《能源法》的基本原则和基本制度进行了理性的建构。
