根据区域综合发展规划制定的基本建设、企业技术改造、人才培养、医疗卫生、国土整治和环境保护等项目的投资规划。区域投资在地方国民收入中应占有恰当的比例，而且要有一定的物资保证。在制定投资规划时，需要落实资金来源，认真研究重点项目的效益。从投资到生效都有一定时延，不同生产部门和服务部门投资生效的延滞期不同。由于技术的进步和管理水平的提高，各部门逐年的投资实物构成是时变的，所以要求从动态发展的综合平衡来安排区域投资规划。在制定区域投资规划时一般需要运用动态投入产出模型或时间序列计量经济模型。从国民经济增长的长期战略目标和近期发展需要出发，采用定性分析和定量分析相结合的方法，找出区域投资规划的最优方案，为决策提供依据。
