优化劳动组合中国企业在改革劳动人事制度和推行承包经营责任制中出现的一种企业内部劳动组织制度改革。其基本点是:根据承包经营或生产经营需要，在精简机构和确定先进的编制定员的基础上，改变原来的劳动组织形式和人事安排，实行从干部到工人双向选择(干部选择工人，工人选择干部)，自愿结合，层层组阁，择优上岗。未被组合上的人员，被分流出去，从事其他生产工作或服务工作。优化劳动组合不是一成不变的，随着生产发展、技术进步和干部、工人素质的变化，要不断地进行优化劳动组合。实行优化劳动组合，一是为企业引入了竞争机制，使职工有了危机感、紧迫感，鞭策职工积极向上，努力学习文化技术，努力工作;二是推动企业精简机构、精减岗位富余人员，从而提高劳动效率，节省开支，降低成本;三是为深入进行干部制度、劳动制度以及工资制度改革奠定了基础。
