During the year of Xuantong of Qing Dynasty the government ever allocated a large amount of funds for a project of wild-land cultivation in Qinghai area.
清廷在青海举办垦务之动议与筹划青海建省有关,光绪皇帝否定了在青海即行设省的建议,采纳了朝臣中暂缓设省、先行试垦的意见,于是就有了大规模举办垦务的举措。
