Resolve the Problem:the Important Way of Public Opinion Persuasion of the Neighborhood Committee;

Based on a comparison between the constitutionguaranteed autonomous community and the present administrative community,this paper analyzed the possible causes for the difficulties in the administrative communitys development and the functions of the neighborhood committees,and searched for alternatives in approach to the communitys hea.

With the development of political civilization and the awakening of neighborhood committee,the government has to exclude neighborhood committee from the system of administration.

By means of the sampling survey to 51 resident committees of 1998 in Jianxi Distric of Luoyang,we found that there were many problems in the term election of resident committee and there still existed great disparity to fully develop democracy.

It analyses the embarrassment of community resident committee in Danwei and proposes the countermeasures to the embarrassment.

The residents committee and property committee are the two mass autonomy organizations.

In the society of post-Danwei times of China,residents committee is considered as an important participant of the management in urban community.
