青海省东部湟水流域著名农业县，海东地区辖县。位于湟水下游，老鸦峡与大峡分界东西，拉脊山与青石岭雄踞南北。面积3050平方公里,人口28万,其中汉族占90％以上，其余为藏、回等民族。县府驻碾伯镇。西汉至三国时为破羌县,晋称乐都郡。隋、唐为湟水县,其后为吐蕃邈川城。宋改称乐州。明改碾伯卫，清为碾伯县。1928年改乐都县至今。县境属温暖半干旱气候，年均温7℃，1月均温-6.81℃，7月18.63℃，年降水量335毫米。全县有耕地4.27万公顷，垦殖指数为14％左右。河谷平原称平川区,垦殖利用程度较高,灌溉便利，主产春小麦、豌豆、油菜籽、蔬菜和瓜果；切割黄土塬称浅山区，产豆类、青稞、马铃薯等；湟水支流上源称脑山区，产青稞、油菜籽、马铃薯。南北山地多草甸草原，间有林地。县境兰青铁路、公路与湟水平行，公路交通便利。工业有卷烟、钢窗、五金制品、水泥、砖瓦、通用机械、食品等企业。矿产以石膏、石灰石、滑石、水晶石等为主，南山沟岔则以砂金为主。湟水北岸柳湾出土的新石器文物共3.7506万件，其中有骨针、陶罐等稀有珍品。距碾伯镇约25公里的瞿昙乡境内的瞿昙寺，是全国重点文物保护单位。青海省旅游胜地之一。
