1924年在法国巴黎成立，是发展和领导世界聋哑人体育活动的组织，任务是在聋哑人体育运动尚未普及的国家举办体育活动；定期举行国际聋哑人运动会。目前已有43个会员协会。国际奥委会于1955年 6月正式承认这个组织。世界聋哑人夏季运动会和冬季运动会，每4年举行1次（都不在奥运会年举行）。夏季运动会的男子比赛项目有篮球、排球、足球、乒乓球、网球、水球、田径、游泳、自行车、体操、摔跤、柔道、射击等；女子比赛项目有篮球、排球、网球、乒乓球、田径、自行车、体操、游泳、射击等。冬季运动会的男子比赛项目有速度下滑、大型障碍滑雪、特殊障碍滑雪、跳台滑雪、15公里滑雪、3×10公里接力滑雪；女子比赛项目有速度下滑、大型障碍滑雪、特殊障碍滑雪、5000 米滑雪、3×5公里接力滑雪。
