1958年5月，中共八大二次会议通过了社会主义建设总路线及其基本点。会后，在全国发动了“大跃进”运动。其主要标志是片面追求工农业生产和建设的高速度，不断地大幅度地提高和修改计划指标。1958年农业夏收期间，各地虚报高产，竞放高产“卫星”。同年8月北戴河会议后，掀起了“全民大炼钢铁运动”，结果耗费巨大的人力和资源，全年合格的钢产量仅800万吨。与此同时，各行各业也都开展“全民大办”，把“大跃进”运动推向高潮。三年“大跃进”，导致了国民经济比例严重失调。从1961年开始，为纠正“左”倾冒进错误和克服严重的经济困难，进行了国民经济的大调整。
