danyaosuh口anJ一ng zh{}iang PingJ旧鱼馨去环谙庸晋评价(。nvi，nnmont，l门，1011，、，assessruent of single element)评定一个区域内某个环境要素质量好坏的过程。是环境质量评价的主要组成部分。单要素环境质量评价的类型，按环境要素组成可分为大气环境质量评价、水环境质量评价、土壤环境质量评价、声学环境质量评价和生态环境质量评价等;按评价时间可分为单要素的环境质量现状评价、环境影响评价和环境质量回顾评价。单要素环境质量评价本身，经常又是一个综合体系。如水环境要素，就可分为地面水和地下水，地面水又可分为河流、湖泊、水库和海洋等水体，每种水体皆是一个独立的体系。所以在水环境质量评价中，既可单独评价水的环境质量，也可综合评价水体(包括水质、底质、水生生物等)的环境质量。可见单要素环境质量评价这个概念，只是相对于环境质量综合评价而言的，不同于仅指某种单一污染物的单项评价。 单要素环境质量评价的工作内容，因评价目的和要求不同而有所不同，一般包括确定评价范围、选定评价参数和评价标准、确定评价内容及选择评价方法等。(1)确定评价范围。根据能表征该环境要素质量的污染物排放特点及其影响范围确定。(2)选定评价参数和评价标准。一般是选择能反映环境要素基本性质的环境质量参数作为评价参数，选择依据是评价区域的自然特点、环境类型、结构和功能特点等。评价标准一般采用国家或地方制订的环境质量标准，并需考虑环境要素的功能、评价目的和对象。(3)确定评价内容。评价类型不同，评价内容亦不同。如对于单要素环境质量现状评价，评价内容包括环境背景调查、污染源调查和评价、环境监测和现状评价等。对于环境影响评价，还应包括单要素环境影响的预测和分析以及防治的对策和建议等。(4)选择评价方法。根据评价类型和评价要素不同，采用的评价方法不同。对于单要素环境质量现状评价，一般采用环境质量指数法，即根据各单一污染物的实侧浓度值和评价标准求出各污染物的分指数，再按一定的综合方法求出各要素的单要素指数，并进行分级评价。对于单要素环境质量影响评价，主要有清单法、矩阵法、透视图叠置法、网络法和模拟计算法等(见环境影响评价)。用模拟计算法来预测工程投产后排放的污染物对环境造成的污染范围和程度，主要是选择合适的计算模式，各环境要素的预测模式也各不相同(见大气环境质量评价、水环境质量评价、声学环境质量评价等)。若采用模式定量计算有困难，也可利用有关资料进行相关分析和统计来评价。 (杭鹏)
