清代诗人。字湘涵，又字甘亭，晚号忏摩居士。镇洋(今江苏太仓)人。有文名，中举后屡试不第。曾客江苏布政使胡克家及两淮转运使曾燠幕。彭兆荪青少年时，随父宦居边塞,驰马游猎,击剑读书,文情激越,“故其诗有三河年少、扶风豪士之概”（郭
《灵芬馆诗话》）；后来遭遇父丧，变卖家产，又因累试不第,落魄名场,常为生活而奔波，诗中“遂多幽忧之旨”(同前)。清代张维屏认为他“诗多沈郁之作”(《听松庐诗话》)，龚自珍则将他与舒位并举,称赞他的诗作“清深渊雅”(《己亥杂诗》自注)。代表作如《雁门关四首》
《马邑道中三首》、《书感八首》、《将之淮上留别家人四首》、《扬州郡斋杂诗二十五首》等。他的词今存不多，兼慷慨艳丽之音；文工骈体，亦有佳作。著有《文选考异》、《小谟觞馆全集》，包括诗集及续集10卷,诗余及续集2卷,文集及续集6卷，《忏摩录》1卷，《潘
