非盈利组织会计用来核算和监督各级行政机关及事业单位和团体的预算执行过程和结果的产业会计。又称单位预算会计。主要包括预算资金收支和预算外资金收支的核算，现金、存款和财产物资的核算，经费包干结余及其支出的核算，往来款项的核算，会计报表的编制，以及对预算执行过程及其结果的分析和检查。其基本任务是:按批准的预算，合理适度地节约使用资金，提高资金使用效益，并按规定积极组织各项收入;按照会计制度的规定，及时做好日常核算工作，正确、完整、及时地编制各种会计报表;熟悉本单位的业务情况，参与拟定本单位的事业行政业务计划和控制单位预算执行，促进增收节支;按照规定行使监督职权，保证单位预算收支的合法性和会计信息的真实性;制定本单位的有关财会管理具体办法;建立健全财务制度，加强预算执行的监督，接受审计部门和财政部门的监督检查，按照规定期限向本级财政部门报告预算执行情况
