《城市规划法》第三十五条规定：“任何单位和个人不得占用道路、广场、绿地、高压供电走廊和压占地下管线进行建设。”
城市规划确定的城市道路、广场、园林绿地(包括水面)、高压供电走廊及各种地下管线是保持城市功能正常运转，为城市人民提供生产、生活的方便条件和适宜环境必不可少的重要的公共设施，高压供电、地下管线还有特殊的安全运行和正常维护要求。为了维护城市整体和人民群众的公共利益，对这些设施必须严加保护，任何单位和个人不得占用来进行其他的建设活动。否则，将会影响城市经济、社会活动的正常进行和生态环境，特别是影响城市设施的正常运行，甚至带来灾难性后果。因此，《城市规划法》第三十五条的规定是完全必要的，必须严格遵守。违反此条规定进行建设，属于严重影响城市规划实施的违法行为，一般都应予以拆除。
