国家物资储备是指国家直接掌握的关系国计民生和国家安全的战略原料、生产设备、主要农产品、医药器材等物资的储备。
中国国家的物资储备分为两类：一是战略后备物资储备。战略后备物资储备是指消耗量最大、用途最广、生产周期最长、战争初期难以较快地和大量地筹措的物资储备。二是动员物资储备。动员物资储备是国家实施战争动员，国家经济从平时状态转入战时状态的过渡时期，为扩大武器生产等所作的物资储备。
国家物资储备是长期性的储备，它从战略全局出发，力求数量充足，种类齐全，结构合理，在国家、部门、地区、单位等各个层次进行储备，由国家统一掌握和调配。一旦战争爆发，动员物资储备首先投和使用，然后是战略物资储备投入使用，以支持战时生产和作战需要。
